It is not necessary that the participants are also the decision makers. It is much more important to make transparent who decides what and what role the participants have in the process. The decision structure in the project and the support of the decision-makers will determine what you, as the project initiator, can promise the participants in terms of impact. The promise of participation is motivation for participation. It should be clearly communicated and measurable.

• What can the participants achieve with their participation?
• What kind of measurable reaction/impact can the participants expect?
• Who will make the decision later and are these people open to or involved in the process?
