The active use of the modules requires registration, with two exceptions: the Interactive Event and the Poll Module. All other modules require a deliberately low-threshold registration process with a freely selectable username and an email address. We have opted for a registration requirement for the following reasons:

• The quality of participation is generally higher with registration.
• It is not possible to (re)engage participants without registration, which prevents the establishment of a sustainable participation culture within a municipality.
• Engaging participants during the process is also impossible without registration.
• (Active) moderation of participation is only feasible with registration.
• Rating contributions and proposals on our platform is linked to user accounts. This ensures that a user cannot vote multiple times arbitrarily.
• Registration significantly reduces vulnerability to abuse (e.g., by bots).
